Having trouble communicating with this control. Have tested using a known good cable and serial port that can communicate with another fanuc control. Cable is pinned out per reccomendations on this site under cable 2 diagram. As soon as we hit the input button we get a quick LSK flash and then a "086 P/S ALARM" alarm. Any thoughts? Double checked params and didn't see anything obvious. Also tried setting EasyDNC to port scan and get the same almost immediate "086" alrm when we hit output.

Fanuc alarm 86 happens when the cable is not correct.
At the CNC end of the cable you should make a shorting link between pins 6-8-20
Please check that cable again. It may have the link to pin 8 missing or loose solder which may still work with some machines but not others.
